Introduction

Political cartoons are excellent when trying to highlight an aspect of politics. They include motivational techniques such as symbolism, hyperbole, labeling, analogy, and ridicule, which help the reader to understand better. I chose an image related to immigration, and analyzed and interpreted the document with its subtle, hidden meanings to slow the flow of foreigners entering the U.S. In addition to the American perspective; we can discuss the history and circumstances surrounding the document, the history and conditions surrounding the material, politics, economics, and social change and how this law has changed the future. The image also deals with the amendments, treaties, and subsequent laws made at the time.

The document I have chosen is dated March 25, 1916. There are illiterate and uneducated people in this situation, with glue pens from the wall and artillery shields from unwanted intruders.Uncle Sam peers over the fence with books on top of it appearing to be the roof on the wall.  This implies that education allows you to enter and eventually shelter you. He sees who is outside and makes the immigrants welcome to the wall, which means they can join if they are educated and literate. A flag is engraved on Uncle Sam’s “Land of the Free”[1]. This is ironic because they have to work and prove themselves and be independent. There is text at the bottom of the image, which says, “THE AMERICAN WALL AS CONGRESSMAN BURNETT WOULD BUILD IT.  Uncle Sam: You’re welcome in-if you can climb it!

Source Analysis

A brief history of this is image/document is that there were many immigrants to the U.S. for better opportunities. Interestingly, according to class litigation, many Irish citizens mostly lived in the United States. The leading cause of Irish survival was the potato famine in their home country. The U.S. government has moved to the U.S. since 1917, with many immigrants entering the quarantine. Immigrants had to pass the literacy test to enter the U.S. This literacy test meant that immigrants had to pass many criteria, including reading and writing. Many poor immigrants from uneducated Europe could not pass these tests[2].

By 1921, the quota system had begun to reduce the number of immigrants entering the United States. According to Bbc.co.us, “The total number of immigrants allowed in the U.S. was 375,000 per year and 3% per year. Latin American people had no immigration limits and no restrictions. To make more stringent laws, the 1921 Act was amended in 1924. According to bbc.co.uk,” the law reduced emigration to a maximum of 150,000 per year and reduced the quota in 1890 for the United States population by 2%. The purpose of this legislation is to ban Southern and Eastern Europeans. “Immigrants. It banned immigration from Asia and had already provoked Chinese and Japanese communities in the United States.”

At the time, the attitudes of the American people were harmful because they had adjectives before this date, explicitly targeting Irish immigrants who said, “They don’t need Irish.” Americans are also made with cartoons in the image. The Irish portrayed them as epiphytes with monkeys-like features. After 1924, according to bbc.co.uk, “The open door is now closed to many. The government does not believe that new immigrants have enriched American life and culture. As a result, immigrants fear xenophobia and racial oppression.[3]“Americans in 1910 would be permitted access after 1921. 

The 1924 act AKA, ‘The Johnson-Reed Act,’ relates to the ‘The Gentleman agreement’ which was an informal agreement made in 1907 between America and Japan where the U.S. agreed not to impose restrictions to Japanese immigrants if Japan would prevent their people from immigrating to America by limiting the visas issued. This agreement was to try calm tension between these two nations as San Francisco was discriminating against Japanese people by segregating them in schools. However, the 1924 immigration act violated this agreement and thus increased tension[4].

The Immigration Act of 1924 contained a clause prohibiting the entry of an alien who is not entitled to citizenship based on caste or nationality. Current nationalist laws exclude 1790 and 1870 Asians from coexistence. As a result, under the 1924 law, Asians were not previously barred from immigration – uniquely Japanese – and no longer entered the United States. Many in Japan were upset over the new law violating the Gentleman’s Treaty. The Japanese government has protested but is legal, which has heightened tensions between the two countries.

This document is for its best benefit politically and economically. It was clear that they would restrict access only to those contributing to the economy. Since the Literacy / Immigration Act of 1917 was the first law that significantly reduced or reduced the number of immigrants entering America, we can see that this paper is politically relevant. This was done to restrict undesirable immigrants. What is unwanted from the class discussion: alcoholics, criminals, anarchists, patients, psychiatrists, intellectuals, and illiterates? Decades after the Chinese Exclusion Act was repealed in 1943, the law was reversed, and Chin immigrants living in the U.S. could apply for cooperation. This eventually led to the 1952 law, which the U.S. Eliminated race restrictions and still maintains the quota system. However, similar executive orders have been signed to limit the signature of a particular country. U.S. President Donald Trump has signed a decree banning U.S. access to Syria. “I am taking new steps to stop serious Islamic terrorists in America,” Trump said after the Pentagon’s signing. We don’t need them here. “They reduced the number of immigrants in 2017 from 110,000 to 50,000[5].

Although this may not be as stringent as the 1917 act, it is similar in 3 ways: First, Both leaders consider these actions necessary for the security of the state. Secondly, these restrictions have both imposed a kind of test. Thirdly, the ban seems to discriminate against people on their race and place of origin.He has also had plans to build a border wall between America and Mexico to prevent them from entering the U.S. illegally. This law has also changed how future immigrants enter in that CNN states that this law has, “Established a preference system that placed a higher value on some nationalities and immigrants with specific labor skills.” This law has continued in that it still upholds a quota system[6].

Conclusion

In conclusion, from this political cartoon, we can see how this picture has a broader meaning than ‘just immigrants’ standing next to a wall.  This goes to show that images such as this one have a ‘more than meets the eye’ appeal.  We have also come a long way from things such as racism and xenophobia but still, have much to improve upon.  Instead of all this hate talk, we should try to work together and build connections with other nations.  I believe the world would be a better place for it.
