In the year 1914, the Harrison Narcotics Act got passed by Congress. The crisis began around the 1990s because of the misuse of drugs that were given under prescription, such as oxycodone, which was used to manage pain. Because of the sense of peace, the drug became widely used, with many of its users citing hallucinations, and at worse, it may result in constipation and vomiting and, ultimately, addiction. From the year 1999 to around the year 2015, America experienced around 400.000 cases of causes related to opioid use, with many people finding it hard to stop using the drug.[4]Use of opioidincreased around the 1980s when the pain was recognized as being aproblem which required attention. The United States, therefore, in a bid to address the situation started formulating Acts to deal with pain and the use of opioids and other drugs. Research has shown over time that Opioids are not particularly useful when it comes to the treatment of chronic pain. A company in America known as Purdue Pharma has come under criticism and is facing massive litigation for selling opioid to patients
Policies on Opioid Crises
The use of drugs and the commission of violent crimes go hand in hand. According to the National Re-entry Centre, the use of an opioid is closely related to involvement in crime, and the impact of opioids can be felt even at the community level.[5]In the 1970s, the heroine wave was attributed mainly to the increased crime rated, with violent crimes being reported frequently at the time. The federal government had not yet created an effective policy on pain medication, and it was not until recently when the federal government actively came in place to avert the increasing cases of opioid misuse. The NPS has made several strides to address the situation and promotes the implementation of care models that are cost-effective and raise awareness on the pain medication side effects. The health care structure of the country also facilitated the increased prescription of the drug because many doctors in private practice benefitted economically by increasing the volume of patients. Prescription of opioids as compared to other drugs was also found to be cheaper hence easily payable through health insurance plans. Most of the health insurance plans did not support other treatment methods such as physical therapy, which is more expensive.[6]
In the criminal justice system, opioid use is prevalent mainly among the criminal justice population. According to reports from the Department of Justice, almost half of the federal and state prisoners meet the criteria for substance use disorder.[7]Criminal organizations have been accused of distributing and smuggling illicit drugs.
