One of the solutions to addressing the governance problem in Cameroon is through the adoption of the majoritarian form of democracy. This system operates based on majority rule where an easy and quick decision is made. The decision made is assumed to be a representative of people’s thoughts and ideas.Among the concept involved in the majoritarian system entail a national election where the Cameroon citizens will vote representatives and political leaders. For the Cameroon case, majority of the voters will vote for the representative in the parliament in just one election. The elected leader will after that choose a political head say a prime ministerwho will be the in charge of all the operations of the government. He will exercise complete control of the entire system of governance. The prime minister will have the mandate to appoint the cabinet who will be required to implement policy decisions based on the directives of the prime minister. The elected leaders will have full control to govern, make critical decisions and exercise political authority.Implementation of ideas, interest and thoughts will solely depend on the final decision of the prime minister.Decision making process for this system will be based on the rule of the majority.
Alternatively, the Cameroon government can adopt the consensus form of democracy where there are separation and balance of power among the different entities within the government. The entities will comprise of the legislature, executive and judiciary. With such divisions, each organ of the government will have the mandate to make an independent decision that is within their limits of power. Although the system will encourage the division of power among the entities, the entities are directed to work in harmony and consensus whileimplementation keycontroversial decisionsthat are of national importance. All of the three bodies are supposed to complement each other, particularly when addressing controversial policy issues.
Additionally, policy questions that arise will require consent among the different entities through accommodation of ideas irrespective of the divergent interest they present. The consensus system core purpose will be to ensure a diverse representation of all groups and guarantee the safeguarding of human rights. The system will work in abolishing exploitative decision and encourage consultative discussions. Moreover,the system will have framework for checks and balances that will regulate complete control of the majority political party.
Adopting the majoritarian system promotes the rule of the majority where the concentration of power solely falls on the majority party where the executive possesses the ultimate final say. Decision making is not inclusive as the minority ideas are not taken into consideration. On the other hand, the consensus form of governance entails division across different organs of government. Each organ of the government executes its function independently. Power is equally distributed across the various organs of the government. The relationship between different organs of governance in consensus facilitate distinct power. Decision making process in this kind of structure is inclusive as the ideas of the minority and majority parties are considered equally.
In summary, the best system for Cameroon people is the consensus system of democracy.The country has experienced social injustice for a long time requires a system that discourages dictatorship.
